Govt disarmament drive in north yields zero guns

An investigative report by the Institute of War and Peace Reporters [IWPR] indicates that the government’s northern Uganda disarmament programme has “failed to recover any weapons at all” because, according to experts, the government failed “to engage effectively with the local population.”
